Every ship at sea emits radio signals. Every plane, every radar installation, every GPS jammer. HawkEye 360 figured out that if you put clusters of small satellites in orbit, you can detect those signals and geolocate their source — anywhere on Earth, in near real-time. That is genuinely useful if you want to catch illegal fishing boats, find smugglers spoofing their AIS transponders, or locate a GPS jammer in a conflict zone. The US military has been paying for exactly that kind of insight since 2018. HawkEye 360 is small, specialized, and building something that is very hard to replicate without spending hundreds of millions on satellite infrastructure.

THE ORIGIN STORY

HawkEye 360 was founded in 2015 by John Serafini and Chris DeMay, both with backgrounds in national security and satellite intelligence. The core insight was a gap in the global surveillance picture: radar and optical satellites could see what was physically on the ocean or ground.

But they couldn't tell you what was broadcasting — what radio frequency signals were being emitted, and from where.

Radio frequency signals are everywhere. Every ship carries an AIS transponder that broadcasts its position.

Every radar installation emits a distinctive signal. GPS jammers — used by militaries, smugglers, and anyone else who wants to blind navigation systems — emit signals that are detectable from orbit if you have the right receivers.

The technical breakthrough was clustering small satellites in groups of three. A single satellite passing over a signal source can detect it, but cannot precisely geolocate it because you need multiple simultaneous observations from different angles to triangulate position.

Three small satellites flying in formation, separated by kilometers, can capture the same signal simultaneously and calculate its source location to within a few hundred meters.

HawkEye 360 built that constellation. The first cluster launched in 2018.

By 2023 they had over 20 satellites in orbit, providing multiple revisits per day over most of the Earth's surface.

WHAT THEY ACTUALLY DO

HawkEye 360 sells radio frequency intelligence as a service — subscription access to geolocation data derived from their satellite constellation. Customers submit queries or set up persistent monitoring for specific signal types, geographic areas, or individual emitters.

The primary customer base is US government agencies — the Navy, Coast Guard, the intelligence community — which use the data for maritime domain awareness, detecting illegal fishing, tracking vessels that turn off their AIS transponders to hide their movements, and monitoring RF emissions in contested areas. Commercial customers include maritime insurance companies, shipping operators, and fisheries enforcement agencies.

Revenue model is a combination of government contracts (longer term, predictable, high value) and commercial subscriptions (shorter term, higher volume). Government contracts typically come with security clearances and specific data handling requirements that add cost but also add barrier to entry for competitors.

THE PRODUCTS

Clusters — HawkEye 360's core RF geolocation service. Customers access a data portal showing detected RF emissions with precise geolocation, signal type classification, and historical data going back to the first satellite launches.

Used for finding fishing vessels, tracking smugglers, and monitoring military emitters. RF Threat Monitoring — a specialized product for the US and allied militaries that tracks specific emission types of military significance: GPS jammers, radar systems, communications networks.

Provides near-real-time alerting when specific signal types appear in monitored areas. Maritime Analytics — a commercial analytics layer built on top of raw RF data, correlating HawkEye 360 RF observations with AIS data, satellite imagery, and vessel history to provide integrated vessel intelligence for shipping, insurance, and logistics customers.

HOW THEY GREW

HawkEye 360's growth follows the satellite constellation model: more satellites mean more revisit frequency, which means more data, which means more valuable subscriptions. Each satellite cluster added to the constellation directly improves the product.

The company has been adding clusters regularly since the first launch in 2018.

The international market is significant. Illegal fishing is a global problem.

Indonesia, Japan, the European Union, and multiple African governments have direct interest in monitoring their exclusive economic zones. HawkEye 360 data is sold internationally to coast guards and fisheries enforcement agencies, diversifying the revenue base beyond US government.

Partnerships with other space intelligence companies — optical satellite operators, synthetic aperture radar companies — allow HawkEye 360 to offer combined intelligence products. An optical image of a suspicious ship, combined with RF signal history showing it turned off its transponder three times in the past week, is a more compelling product than either data type alone.

THE HARD PART

The competitive landscape is getting crowded. Spire Global, ICEYE, and several classified programs provide overlapping capabilities in parts of the RF monitoring space.

Larger satellite operators are adding RF payloads to existing satellites rather than building dedicated constellations. The question is whether HawkEye 360's head start and constellation size creates a durable moat, or whether it gets commoditized as more players enter.

Satellite business economics are also capital-intensive. Building, launching, and operating a constellation costs hundreds of millions.

The revenue ramp from government contracts is slow — sales cycles are long, budgets are constrained, and contracts get delayed. The company has raised $244 million in venture funding, but the path to profitability requires either significant scale or a strategic acquisition by a larger defense prime.

WHO BACKED THEM

Advance Aerospace Group (later renamed ARX Private Capital) led the Series A and has remained a core investor through multiple rounds. The firm focuses specifically on aerospace and defense technology investments, making HawkEye 360 a natural portfolio company.

Leidos — one of the largest US defense contractors — invested, giving HawkEye 360 a strategic partner with existing government relationships. Intel Capital participated in the Series B, reflecting the dual commercial and government applicability of RF intelligence.

Shield Capital, a defense-focused venture firm, invested in the Series C. NEA, one of the largest general venture firms, also participated in later rounds.
