AZIZ AKHANNOUCH

Building Morocco's dominant fuel retail empire through Akwa Group, and becoming the country's Prime Minister in 2021.

Netfigo Verdict
on Aziz Akhannouch

Aziz Akhannouch turned a family petroleum business into a $7 billion empire — then made a play for political power that actually worked. His Akwa Group controls Afriquia, Morocco's largest fuel retail network with over 1,400 stations. He served as Minister of Agriculture for seven years before his party won the 2021 elections and he became Prime Minister. The line between business and government in Morocco has always been blurry, and Akhannouch embodies it. He is also the man who helped Morocco land the 2030 FIFA World Cup co-hosting rights.

CAREER & BACKGROUND

Aziz Akhannouch was born in 1961 in Tafraout in the Souss-Massa region of Morocco. His family built Akwa Group into one of Morocco's largest conglomerates across petroleum, real estate, and agri-food.

He took the helm and expanded the petroleum distribution arm, Afriquia SMDC, into Morocco's dominant fuel retail network. He joined the RNI — Rassemblement National des Independants — a centrist liberal party, eventually becoming its president in 2016.

From 2014 to 2021 he served as Morocco's Minister of Agriculture and Maritime Fisheries, overseeing the Green Morocco Plan that restructured the national agricultural sector. In the September 2021 legislative elections, RNI came first with 102 seats out of 395.

King Mohammed VI appointed Akhannouch Prime Minister in October 2021. Under his government, Morocco co-bid for and won the 2030 FIFA World Cup alongside Spain and Portugal — a major diplomatic and infrastructure achievement.

COMPANIES & ROLES

Akwa Group is the core business, operating across three main pillars. Petroleum distribution: Afriquia SMDC is the largest fuel retail chain in Morocco with over 1,400 stations, importing, storing, and distributing fuel nationally.

Real estate: the group holds significant commercial and residential property assets. Agri-food: various holdings in food production and distribution.

Akwa Group also holds stakes in Atlantasanad, a major Moroccan insurance group, and other financial services. Revenue is private but the group is considered one of the five largest private employers in Morocco.

INVESTING STYLE & PHILOSOPHY

Family conglomerate model — vertically integrated, long-term control, dominant market positions. Akhannouch does not play in financial markets.

He builds and protects businesses with hard assets. The political involvement is an extension of the business strategy — policy access is a competitive advantage in an economy where regulation shapes everything.

THE PLAYBOOK

Risk Approach

Low volatility, high stability orientation. Akwa Group holds dominant positions in protected or semi-protected sectors.

Political risk — both as opportunity and vulnerability — is the primary variable. The dual role of Prime Minister and controlling shareholder of a fuel retailer creates structural conflict-of-interest risk that he has not fully resolved.

Money Habits

Prominent but not ostentatious. He splits time between Casablanca and Rabat.

Known for long working hours and maintaining clear operational focus on Akwa Group even while in government. His lifestyle reflects wealth without the flashiness common among Gulf counterparts.

BIGGEST WIN

Building Afriquia into Morocco's number-one fuel retailer. Petroleum distribution is a hard game — tight margins, regulatory exposure, heavy capital requirements — and Akwa Group dominated it nationally.

The 2021 election win that delivered the Prime Ministership is a close second.

BIGGEST MISTAKE

The dual role of billionaire businessman and Prime Minister has drawn sustained criticism. Conflict-of-interest concerns around fuel pricing policy and regulatory decisions that benefit Akwa Group have been raised repeatedly by opposition parties and civil society.

The reputational and legal exposure of that entanglement remains unresolved.

FINANCIAL PHILOSOPHY

Control critical infrastructure. Fuel, food, insurance — essential services that do not disappear in recessions.

The conglomerate model is deliberately defensive: build dominant positions across multiple sectors so no single downturn is fatal.

FAMILY & PERSONAL LIFE

Married to Fikriya Belafrej, a prominent Moroccan businesswoman in her own right. They have three children.

The Akhannouch family is among the most prominent in Moroccan society.

EDUCATION

Holds a degree in Business Administration from the Ecole des Hautes Etudes Commerciales (HEC) in France. Classic elite Moroccan formation through French grandes ecoles.
