WILLSON CUACA

Co-founding East Ventures and backing Tokopedia and Traveloka before anyone believed in Indonesian tech.

Netfigo Verdict
on Willson Cuaca

In 2009, almost nobody in venture capital thought Indonesia was worth a plane ticket. Willson Cuaca did. He co-founded East Ventures and started cutting tiny seed checks into companies like Tokopedia when the country had barely 30 million internet users. Today Tokopedia is part of GoTo, Indonesia's biggest tech company. Preqin once named East Ventures the most consistent top-performing fund manager on the planet. The man bet on a country before the country believed in itself.

CAREER & BACKGROUND

Cuaca is a builder first and an investor second. Before venture capital he was a product guy in Indonesia with a background in network infrastructure and internet security.

He ran his own startups and built apps, including an e-reading service. That gave him founder scars, which is why founders trust him.

In 2009 he teamed up with Batara Eto, the Indonesian-born engineer who built Japan's mixi, and Taiga Matsuyama. Together they started East Ventures.

The plan was simple and slightly crazy. Write small early checks all over Southeast Asia and Japan when the rest of the world was ignoring the region.

Fifteen years later East Ventures has backed hundreds of companies and become the name in Indonesian tech.

COMPANIES & ROLES

East Ventures is the whole story. It is an early-stage fund that got into Indonesia first and stayed.

Its first big hit was Tokopedia, the online marketplace it backed in 2009 that later merged into GoTo. It was also early into Traveloka, the travel booking giant.

The portfolio reads like a map of Indonesian internet life. Ruangguru for education.

Xendit for payments. Sociolla for beauty.

ShopBack for cashback. IDN Media for news.

Cuaca also publishes the East Ventures Digital Competitiveness Index, an annual report that tracks how ready each part of Indonesia is for the digital economy.

INVESTING STYLE & PHILOSOPHY

Cuaca invests in people, not decks. His famous test is to make founders pitch with the laptop closed.

If you cannot explain your business from memory, you do not understand it well enough. He treats early-stage betting like planting a lot of seeds cheaply and seeing what grows.

East Ventures built its name on volume, writing many small checks early instead of a few giant ones late. The bet is that in a young market, being first matters more than being big.

Get in when a company is three people and an idea, then help it grow up.

THE PLAYBOOK

Risk Approach

Seed investing in a frontier market is about as risky as venture gets. Most of the companies Cuaca backs will die.

He knows that going in. His protection is not avoiding losses, it is spreading the bets wide and keeping each one small early.

What he refuses to gamble on is character. He splits failure into two kinds.

A founder who fails honestly gets his respect and often another shot. A founder who fails because they lied does not.

He can lose money on a bad idea. He will not tolerate a bad person.

Money Habits

Cuaca keeps his personal spending out of the headlines, which is rare for a VC in a region full of loud money. He splits his life between Jakarta and Singapore, the two hubs East Ventures runs on.

He is genuinely active online under the handle wllsn, where he argues about Indonesian tech more than he flexes. His real habit is ecosystem building.

He spends time pushing portfolio companies toward the public market, arguing it is his job to prove good Indonesian companies exist. He puts his energy where his thesis is.

BIGGEST WIN

Tokopedia. East Ventures backed the online marketplace in 2009, when it was a tiny startup in a country most investors could not find on a fund map.

Tokopedia grew into one of Indonesia's most important companies. In 2021 it merged with ride-hailing giant Gojek to form GoTo, which went public in Jakarta in 2022 at a valuation in the tens of billions of dollars.

A small early check into a three-person idea turned into a piece of the biggest tech company in the country. That single bet basically validated the entire thesis that Indonesia was worth showing up for.

BIGGEST MISTAKE

The knock on early East Ventures was volume over ownership. The fund wrote hundreds of small seed checks, a style critics called spray and pray.

The problem with spraying tiny checks is that when a giant winner like Tokopedia shows up, you often own less of it than a concentrated fund would have. You were right about the company but did not press the bet hard enough.

Cuaca has since built later-stage and growth funds to fix exactly this, so East Ventures can keep buying more of its winners as they scale. The lesson was blunt.

Being early is worth little if you do not double down when you are proven right.

FINANCIAL PHILOSOPHY

Cuaca believes timing beats genius. He often points out that East Ventures got to ride Indonesia going from a handful of internet users to well over 100 million.

When that many people come online at once, opportunities pop up everywhere, and being early is the edge. He also treats his investment thesis as a living thing.

As the ecosystem matures, the thesis changes with it. He does not pretend to have one fixed formula.

He watches the market grow up and adjusts what he backs as it does.

FAMILY & PERSONAL LIFE

Cuaca keeps his family life private, which in itself says something about the guy. There are no yacht photos and no magazine spreads.

He is Indonesian, educated in Jakarta, and now splits his time between there and Singapore. He is a graduate of Bina Nusantara University, better known as Binus.

Most of what is public about him is professional, not personal, and he seems to like it that way.

EDUCATION

Cuaca studied at Bina Nusantara University in Jakarta, one of Indonesia's big private tech-focused schools. He came out with a computer and network background rather than a finance one.

That matters. He reads startups like an engineer reads code, which is why he pushes founders to know their own business cold before he writes a check.

BOOKS & RESOURCES

Cuaca has not written a book

If you want to understand the world he bets on, start with the East Ventures Digital Competitiveness Index, the annual report he publishes on how ready Indonesia is for the digital economy. It is the closest thing to his thesis on paper. For founders in his orbit, two classics keep coming up

There are failures with integrity, and there are failures without integrity.

Most founders who pitch to me, I don't allow them to open their laptops. You have to know everything in your head. If you're good at cooking, you don't need to peek at the recipe, right? Just cook it on the spot.

I think, Mark Zuckerberg and Bill Gates were dropped out from Harvard, and now there is a guy who wants to drop out from Harvard in front of me. That's why I said 'I've got no idea what you're doing, it seems you're doing a great thing, and they said they want to focus on travel'.

At first, 70% of the purchase for our portfolios was from Jakarta. However, in 2013, the transaction moved to outside Jakarta. This is how we see the potential.

Maybe we're the only venture capital in the region that experienced the delta of around 110 million internet users. When you're in this kind of surge of internet users, you can see all apps and opportunities are popping up along the way. We're happy that we are at the right time, in the right place, and making the right investment.
